W3Schools is a free site which offers well-organized and easy-to-understand online tutorials based on the W3C Web standards. We regularly end up on this site when looking for the correct usage of a HTML or CSS tag.
World Wide Web Consortium (W3C)
These are the guys who put together the standards to which all good designers adhere to. If you want to know how to design for the web the right way then this site explains how to, but probably in too much detail at times.
